Council Meeting Update

Tuesday's city council meeting has no public hearings, but there are three business items. They are as follows:

1) Graffiti Action plan update

This item is to update the City Council on the ten strategic initiatives contained in the Graffiti Action Plan, and a project schedule for remaining tasks.

2) Extention of time for Tentative Tract Map No. 31593

This item is to adopt a resolution approving a request for an extension of time of 24 months for Tentative Tract Map No. 31593. The project area is in the northeasterly part of town, east of Camino Del Norte and south of Wasson Canyon.

3) Resolution setting the date of recall election, Regulation of candidate materials and costs, Establishing runoff election for ties, and requesting Registrar of Voters to render election services.

This item is to set a date for the special recall election of Councilman Buckley. There are four dates from which to choose;

January 26, 2010
February 2, 2010
February 9, 2010
February 23, 2010

City Happenings and Alerts

A couple of updates for you on city events.

1) Trick or Treating on Main Street this year will be THIS SATURDAY, OCTOBER 24th, not on Halloween day. This is due to the number of volunteers we need to put on the event. Many of these volunteers are from church groups and other community organizations, and they have thei own events they're putting together for Saturday night.



2) The Grand Prix WILL be taking place this year! The route is different than last year, which many people are happy about. The Grand Prix will be November 7th & 8th, and will start and end at the Diamond Stadium.



3) For the military veterans, their families, and those on active duty -

Once again health care benefits that you have rightfully earned through your selfless dedication to your country may be on the chopping block.

Police are still searching for the man trying to get school children, specifically girls, into his car.

Contact police immediately if you suspect you see this man. He was seen driving a newer-model black Volkswagen Passat or Jetta four-door.

Voting Results from Oct 13 Council Meeting

1) Proposed installation of stop signs at the intersection of La Strada and Summerhill Drive near Tuscany Hills Elementary School.

This passed unanimously, stop signs will be installed at Summerhill and La Strada, still waiting to hear exactly when.

2) Ordinance amending the Lake Elsinore Municipal Code regarding grading and hauling.

This item was continued to allow staff to beef up the ordinance and make sure all areas are covered. It will come back to council for approval.

3) Urgency ordinance to amend the Lake Elsinore Municipal Code allowing for dogs to be off-leash in designated Dog Parks.

This item passed unanimously. If the urgency was not approved with four members voting in favor, it would have been brought back to the council as a regular ordinance, which only requires three members to vote in favor to pass. Three members already stated they were in favor. So, it would have passed, sooner or later. Rather than string it our, we passed it last night. This is only for 3 months, until a permanent site is identified.

4) Recall petition certificate of Registrar of Voters.

We accepted and received the certificate and have until October 27th (the next council meeting)to set a date for the election.

October 13th Council Goody Bag

Hello, hello everyone. Here is a summary of what to look forward to at the council meeting on Tuesday, October 13th. If there is something that catches your eye and you have something to say about it, post your comment, come make your comment at the meeting, or do both!

1) Proposed installation of stop signs at the intersection of La Strada and Summerhill Drive near Tuscany Hills Elementary School.
Residents want a stop sign by the school because of the large number of students crossing Summerhill Drive before and after school. The speed limit is 45 currently, and line of sight for drivers coming up on the crosswalk is limited.
Staff is recommending denial based on a traffic study that shows the volume of traffic and number of collisions is not sufficient to warrant a stop sign.


2) Ordinance amending the Lake Elsinore Municipal Code regarding grading and hauling.
This provides the city measures to recover the cost to repair roads from damage done during development (ie: grading and hauling dirt and materials).


3) Urgency ordinance to amend the Lake Elsinore Municipal Code allowing for dogs to be off-leash in designated Dog Parks.
The use of McVicker park as a dog park was approved by a 3-2 vote at the last meeting. However, the park cannot be used as an off-leash dog park until we change the Lake Elsinore Municipal Code.

This ordinance, if passed, will make official the off-leash law in designated dog parks by amending the Lake Elsinore Municipal Code, which currently states all dogs must be on a leash. Four members of the council must vote in favor for this ordinance to pass.

4) Recall petition certificate of Registrar of Voters.
The city clerk will present the council with the certificate from the Registrar of Voters indicating that the petitions submitted for the recall were validated and sufficient to warrant a special recall election.

The council has 14 days to select a date for the recall election. If the council does not select a date, the Registrar of Voters will select the date.

Help, I've Fallen and I Can't Get Up

I feel the need to start with a joke...

As the storm raged, the captain realized his ship was sinking fast. He called out, "Anyone here know how to pray?"

One man stepped forward. "Aye, Captain, I know how to pray."

"Good," said the captain, "you pray while the rest of us put on our life jackets -we're one short."


The moral of the story, BE PREPARED. Community Emergency Response Training (CERT) is offered here in Lake Elsinore. This is INVALUABLE training to have in the event of an emergency.

If "the big one" hits, are you prepared to take care of your family? Or will you be one life jacket short?

CERT training is free to the participants. The cost to run the course is funded by grants that we receive from the Department of Homeland Security.

CERT is a 20 hour course that includes training in Fire Suppression, Search and Rescue, and Basic First Aid.

We have classes in Lake Elsinore scheduled on the following dates:

Local Child Predator Alert

Police patrols in portions of Wildomar are being increased following a pair of incidents in which a man accosted two students and tried to lure them into his vehicle, said Sgt. Patrick Chavez.

The man accosted the victims as they walked to and from school, Chavez said in a news release. The man has not harmed the children, but the youngsters told investigators he tried to get them to get inside his vehicle, Chavez said.

The first incident occurred on Sept. 24 near the area of Honeydew Lane and Vine Street while the elementary-age victim walked home from school.

Chavez said the man drove up behind the victim, rolled down his window and made reference about the victim’s appearance. The girl became frightened and ran from the area, Chavez said. Just prior to making contact with this victim, Chavez said, the man approached another girl and engaged her in conversation. Chavez said they are trying to find the girl and speak to her.

The second incident occurred Sept. 30 while the victim, a high school-age student, was walking to school near the area of Lake Terrace and Lemon, Chavez said.

The same suspect approached the victim after driving by in his vehicle, Chavez said. He turned around and stopped in front of her, blocking her path, Chavez said. The suspect exited his vehicle and told her she looked nice and the victim ran to a nearby church. She hid until the suspect left the area.


The suspect is described as white, in his mid-20s, 5-foot-8-inches tall, stocky build with short brown hair. The suspect’s vehicle is described as a newer, black Volkswagen Passat or Jetta 4-door.

Take 2 of these and Call me in the Morning

Flu season is here, and I thought I'd take the opportunity to let everyone know that Stater Brothers Grocery chain is doing something out of the ordinary to help.

They have started a new program which offers a FREE 14-day supply of certain generic antibiotics, including refills, for those presenting valid prescriptions at its 28 stores with Super Rx pharmacies.

The free drugs are available to those with or without health insurance.

CEO Jack Brown said they know the flu season will hit hard this year and many people who are out of a job just will not be able to afford the medicine.

This is great news for all the families out there struggling to make ends meet. Having to miss work, if you're lucky enough to have a job, and then having to find the money for your medicine is not going to be easy.

So keep this in mind, and let those who are in need know about this program. It could end up being a life saver.
