Council Happenings for Dec 22nd

Below are the highlights for our Dec 22nd council meeting.

1) Add new chapter to Lake Elsinore Munical Code (LEMC) Regarding Water Efficient Landscaping.

This is a text amendment mandated per state regulations. It requires us to adopt Water Efficient Landscape Guidelines.



2) Ordinance approving a First Amendment to Development Agreement between the City of Lake Elsinore and Pardee Homes.

This is to extend the term (it's about to expire) of the original Development Agreement in order to allow full development of Canyon Hills.



3) Approve Tentative Parcel Map for Pasadena Business Park

The applicant is proposing to construct five (5) concrete tilt-up buildings for industrial use. The area of construction is the NW corner of Pasadena and Central Avenue.



4) Implementation Agreement with Western Riverside Council of Governments (WRCOG) regarding Assembly Bill (AB) 811.

The state assembly signed into law AB 811 which authorizes cities and counties in California to designate areas where property owners could apply for a loan to finance energy efficiency upgrades to their home. The financing comes from the Obama administration's stimulus plan.



5) Consideration of moratorium on marijuana manufacturing activities.

The city received a business license application for the purposes of growing, drying, farming, packaging, processing, warehousing, and wholesale manufacturing of "medical" marijuana. The consideration of a moratorium (which is a temporary ban) allows us to study the issue further.

Just what we need, a pot store. Hold your ground, we don't want it. I don't care how much tax money they say they can bring in. You'll need the extra money to hire more cops if you allow it.

We don't need a pot store, but maybe if all the gang members in Elsinore are hanging out at the pot store, they won't be tagging our neighborhoods as much. Let's see... we have several tattoo shops, several sleazy bars, nasty casinos, out of control graffiti, gang violence, homeless people begging for money on the streets... sounds like a pot store would fit right in with the city's master plan.

Excuse me sir or madam, but what fantasy land is it you wish to live in? Because every town I know of out there no matter how big or small, has homeless, grafitti, sleazy bars and gangs. If you think it's only in this town then you must really never leave your house, having no idea what the real world is like. Visit the city of LA, they have plenty of all you mentioned.

May I suggest if you live in lake elsinore, you move? You seem to dislike it so much, go move to your dream town, where crime has been completely eradicated and it rains gumdrops and lolipops all day long.

The rest of us will continue to take pride in our town, continue to embrace the new businesses that arrive, encourage development, and continue to boast about our rich history and heritage, something you clearly think comes in a box.

Marijuana has been around for hundreds of years and I do believe that it would be legal if our Government could find a way to control it and tax it. Apparently no one posting has seen anyone going through cancer treatment and the effects that the rat poison treatment has on them. Marijuana helps in this area of nausea and it helps alot of others with other medical problems. I would much rather see medical marijuana in use instead of all these chemical prescription drugs that are turning people into addicts and causing more harm then good. Take the prescription drug commercials off of TV, we don't need a bunch of people hooked on and dying from drug overdoses. Pot is organic grows right out of the ground and very rarely would you hear of someone flipping out on it or over dosing on it or dying from it's use.

Companies that have medical marijuana facilities are under strict guidelines and rules from the State, County and City, it's not like a liquor store where you can drive in and pick up a bottle. Security measures are heightened for this kind of facility and they are closely watched by officials to ensure that they are in compliance.

I understand your point, however misguided it may be. If you can accept the status quo, and that suits you, then that's fine. Obviously, you don't get sarcasm, so let me explain further. I have lived in many places, and everyone knows that crime is always around no matter where you go. It's a question of to what extent. However, because crime may exist, that does not relieve our public officials of their duty, and it does not relieve the police of doing the job they are paid to do.

I express my thoughts in that manner because of the frustration with what potential Lake Elsinore had a city when I moved here 15 years ago, and how that potential has been squandered. You think it's normal for prostitutes walk the streets in a neighborhood during school hours? I'm sorry, but that doesn't occur in many cities around our country, but it happens here.

Will I be moving from Lake Elsinore eventually? Most likely, when the opportunity arises. But we all have commitments, reasons, and struggles in life. It's not so simple to just pick up and move and everyone knows that. However whether I move or not, and while I'm here, that doesn't mean that the thousands and thousands of tax dollars I dump into this city shouldn't be put to good use, and that I shouldn't expect our city to be held to a higher standard.

You use LA as an example... that's quite funny. LA is LE just on a larger scale. There are plenty of towns and cities in the US where crime, while it exists, is under control and where public officials, while rare, are not on the take.

I too moved to LE nineteen years or so ago with the hopes like many others that the growth and changes happening around other towns would include LE too. Unfortunately that did not happen and as others moved up LE went into the toilet and continues to do so. Do I think that it is the direct result of our current Council, no I do not. Do I think that our PD isn't trying, no I don't think that is the case.
You refer to LE being LA on a smaller scale, I do agree and I also think that those of us that live here are more aware of it, because it is a small town. LE reputation is a bad one.
People that are less fortunate will migrate to a town that the housing is affordable and where the services needed to support there life style are readily available and have easy access, that is LE. Also they will tell there other misfortune friends to come here also which makes LE full of undesirables.
Immigration services are located all over town for their use, we have free mental health facilities, free health facilities, fee childcare and so on, made readily available for these folks.
Hotels in town offer free monthly vouchers for housing from the County of Riverside in our town. For the most part, all of old town is full of run down apartments that house these people that flock here. And one wonders why LE is the way it is.
You will not find this kind of nonsense going on in our neighboring towns, they don't and won't tolerate it.
And so before the new Council is the challenge to make huge changes for the City, are they up for it? We will have to give them the chance to prove themselves and better the city, if not, I myself will be moving my home and my business to another City.

The Medical Marijuana argument is a joke. Have you seen some of Lake Elsinore's finest citizens coming in to fight for it? Nearly all of these people have been smoking pot for a long time and for reasons not having anything to do with medical issues. When my stepfather was dying of cancer, he would smoke cigarettes because it took some of the pain away. But it was also what was killing him. Marijuana lowers the bodies resistance to other sickness. How can you fight cancer with something that actually weakens the body? You can't.

It's a bit like saying that McDonald's food fights cholesterol. That's true if you only eat salad with a lite, non-fat dressing; but how many people actually go there and only order salad? Marijuana might have some positive uses for topical medicine and also can help some animals with swollen wounds.

The truth is that you can eat a banana and benefit from the high potassium content or you can process it and smoke it to get high. It's a natural plant, but should you smoke it? No. Tobacco is a natural plant and is good for dressing wounds and for cattle afflicted with stomach ailments, but should you smoke it? No! To use the argument that it is natural and that people have used it for hundreds of years is just plain stupid and ignorant and deceitful.
