October 13th Council Goody Bag

Hello, hello everyone. Here is a summary of what to look forward to at the council meeting on Tuesday, October 13th. If there is something that catches your eye and you have something to say about it, post your comment, come make your comment at the meeting, or do both!

1) Proposed installation of stop signs at the intersection of La Strada and Summerhill Drive near Tuscany Hills Elementary School.
Residents want a stop sign by the school because of the large number of students crossing Summerhill Drive before and after school. The speed limit is 45 currently, and line of sight for drivers coming up on the crosswalk is limited.
Staff is recommending denial based on a traffic study that shows the volume of traffic and number of collisions is not sufficient to warrant a stop sign.


2) Ordinance amending the Lake Elsinore Municipal Code regarding grading and hauling.
This provides the city measures to recover the cost to repair roads from damage done during development (ie: grading and hauling dirt and materials).


3) Urgency ordinance to amend the Lake Elsinore Municipal Code allowing for dogs to be off-leash in designated Dog Parks.
The use of McVicker park as a dog park was approved by a 3-2 vote at the last meeting. However, the park cannot be used as an off-leash dog park until we change the Lake Elsinore Municipal Code.

This ordinance, if passed, will make official the off-leash law in designated dog parks by amending the Lake Elsinore Municipal Code, which currently states all dogs must be on a leash. Four members of the council must vote in favor for this ordinance to pass.

4) Recall petition certificate of Registrar of Voters.
The city clerk will present the council with the certificate from the Registrar of Voters indicating that the petitions submitted for the recall were validated and sufficient to warrant a special recall election.

The council has 14 days to select a date for the recall election. If the council does not select a date, the Registrar of Voters will select the date.

Getting the information from your blog is so much better than reading it from the agenda. Your information is short and sweet. Why didn't someone think of this a long time ago? While I have your attention, I don't like the idea of kids and dogs playing together on the same park. I know I would never take my kids to a pet park to play, and dogs don't belong playing in a kid park.

What do you mean by "if the council does not select a date" for the recall? Don't you have to? And why wouldn't you? I don't understand.

If you haven't, I urge you to check out the temporary dog park before you vote on it. You can then see it's very simple and everyone picks up after themselves/dogs (if needed). It's only for a few hours a day during the week. This park is great and essential for our community. You know as well as I do that the field is completely vacant during the dog time and for several hours afterwards too. There's no reason why other people can't enjoy that park while it's not in use.

I hope you understand the need for something like this in our town. Lets have some fun!!!

Regarding the recall - yes, we do have to select a date. BUT, let's say a city council member in Somewhereville USA doesn't want to go through a recall. And this council member is powerful and pulls a lot of weight. Well, then he/she could coerce his or her fellow council members to just keep putting off setting the date and hope the recall proponents just give up. This is not democracy.

So, if a council says "no thank you, we're not setting a date", then the Registrar of Voters in turn says, "Okay, well let me take care of that for you".

It's to insure the democratic process remains intact.

I'm not saying that's what our city council is going to, I'm just answering your question about whether or not setting a date is required.

Long answer to a short question isn't it?

To my Dog Park fan - who says we're not having any fun???

You know, I do understand the need, that's why I took the time to say it several times during the meeting so no one thinks I'm against the idea.

And yes, I have checked it out. I went out in my dark glasses and trenchcoat just this morning. (just kidding)

This will be given full and fair consideration by all council members, I promise!

Excuse me but these people have been using this park as a dog park ALREADY, without your permission. So why are you going to reward them for bad behavior? I've seen them out there, and they're not out there just in the morning you know. So are the residents in this town going to have to pay for when the grass gets killed over the next few months? Or the baseball teams? Are you going to charge a fee to use the park? Just because they ask for something does not mean you have to give it to them. Find another place, they can wait a few more months for a permanent spot can't they?

I can barely keep up with my responses, the comments keep rolling in, holy cow. I understand both sides of the issue, I really do. Like I said before, the use of this ballfield for a dog park was approved by a 3-2 vote. And the majority rules in this country. I'll update on the outcome, but the newspapers may beat me to it.

Just curious, why didn't the council set the date for the recall? Seems strange to "put off until tomorrow what you can do today." I'm not upset necessarily, just curious really.
